SA Metropolitan Fire Service – Sally has supported the SAMFS for their culture, diversity, equity, and inclusion program. Over the past three years this work has included:
- Development of their inaugural culture and diversity plan including full stakeholder consultation, union engagement and monitoring and evaluation approaches.
- Design and delivery of significantly updated respectful behaviour policy, process, and systems including stakeholder working groups, requirements mapping, procurement processes and implementation.
- Review of attraction and recruitment processes with a diversity and equality lens including stakeholder focus groups, 1:1 interviews and whole of organisational survey approaches.
- Face to face and online training for diversity and inclusion and respectful behaviour for Executives, senior managers, and employees.
- Review of organisational policy and practices to support enhanced inclusion and equality.
SA Police – Project Equitas – Sally was senior project manager for implementation of Project Equitas, the program formed to deliver each of the 38 recommendations of the South Australian Equal Opportunity Commission report into sex discrimination, sexual harassment and predatory behaviour in SA Police. As senior project manager, Sally lead and delivered multiple streams of work including design and execution of each initiative in response to recommendations ensuring context and nuances were identified, key aims identified, and objectives clearly defined.
Key initiatives included:
- Designing overall plan and strategy including initiative descriptions, scheduling, identifying key enablers and blockers to change, case for change and measurement and monitoring approaches.
- Primary liaison and collation of all materials & data required in support of ongoing monitoring by SA Equal Opportunity Commission team.
- Stakeholder analysis, engagement and support across SAPOL for duration of program delivery.
- Coordination and management of project team, coaching, mentoring and supporting all team members to successfully implement agreed initiatives.
- Specific initiatives delivered include Diversity and Inclusion Strategy, Gender Equality Action Plan, introduction of flexible working, introduction of breastfeeding and lactation breaks including guidelines.
Fire and Emergency Services Warning Systems – Sally spent many years working within the fire and emergency services sector as Program Manager responsible for leading the implementation and management of Alert SA capabilities including call management systems, the State Emergency Information Call Centre Capability, Emergency Alert warning system, Alert SA website and communications and awareness campaigns. This involved project management of all elements using PRINCE 2 project management methodology including preparation and maintenance of business cases, project plans, work packages, product descriptions, terms of reference for steering committees, risk management plan, communications plans, communication materials, quality plan and risk and issues logs.
Sally was jurisdictional administrator on behalf of South Australia for the national telephone warning system (Emergency Alert – http://www.emergencyalert.gov.au) working across multiple state government agencies to define requirements, implement system variations and user training.
A key part of this role was to provide strategic leadership through forward planning activities and projects to meet national directives and organisational directions, working collaboratively with teams of operational staff, communications specialists and business support to meet strict deadlines and requirements.
Intervention orders implementation project – Working with Courts Administration Authority, SA Police, Department of Families and Communities, Attorney Generals Department and Justice Technology Services, Sally project managed the implementation of amended intervention orders legislation to develop a business case to support agency responsibilities. The intervention orders legislation had been passed but with limited engagement of stakeholders. Development of the business case included ‘backtracking’ stakeholder engagement approaches to develop requirements, development of a cabinet submission and budget bid.
- Inquiry/review recommendation and implementation including Wangary Bushfire Coronial Inquest recommendations.
- Development of organisational project management frameworks, processes and training in defence and emergency services.
- Child protection reforms program enabling sustainable carer family (Other Person Guardianship) relationships and project management in response to Child Protection Systems Royal Commission Report (Nyland Review).
- Road safety education and enforcement programs including introduction of driver awareness educational schemes. This included design and implementation of alternative speed awareness training, transition of traffic camera offence processing systems and stakeholder engagement.
